Mr Robb Butler is a behavioural scientist with over 25 years of international experience working in public health, social protection and humanitarian assistance. After 17 years working on health and development programmes in Africa, Asia and the Pacific, Mr Butler joined the WHO Regional Office for Europe in 2009 working on strengthening demand for childhood immunization. In 2014 he was appointed Regional Adviser for Vaccine-Preventable Diseases and Immunization. In 2020–2023, Mr Butler served as Executive Director at WHO/Europe and in September 2023, he took up the position as Director of the Division of Communicable Diseases, Environment and Health taking on a vast portfolio including issues such as antimicrobial resistance and emerging environmental health risks. In September 2025, he was appointed as WHO Special Representative for Climate and Health for the WHO Regional Office for Europe.
